Fix changes to Medicare where patients are admitted to the hospital under observation and then have to pay out of pocket

I took my mom into the hospital for a bad asthma attack. They treated her and then mentioned they thought she should stay. She asked if she was being admitted or admitted under observation. My mom had heard if they admit you under observation Medicare will not pay for it. They told her they did not know they would call in a social worker. The doctor came back and told her she would be admitted under observation and she would have to pay out of pocket. They could not tell us what the cost to her would be. When we told them she would not be staying we were told that we would have to sign paper work that she was leaving the hospital against medical advice .We were also told that if she was on Medicaid instead of Medicare she would be admitted and everything would be paid for.
