fix congress.

Created by J.R. on November 03, 2013

Apply these changes to Congress:
1. Limit the amount of representatives and senators to 1 for each state, and Washington DC. These Elected officials would be decided by popular vote with votes counted from the entire state rather than just 1 district. This measure would prevent gerrymandering.
2. Limit the terms of these elected officials to 1 term in the House and one in the Senate.
3. Schedule Congress to hold session every month. The House will go for 2 weeks at a time starting on the first Monday of the month and ending the second Friday afterwards, the Senate go for the very next Monday after that and go until the second Friday afterwards. Finally these session will be called to order by the Vice-president. If they miss 1 day, they will lose 10% of their yearly pay.
