We have neglected the countries schools, roads, bridges and other important infrastructure for thirty years. Poverty areas especially are subject to decay. Now, we have millions of citizens looking for work that are available to help with this rebuilding. I request that the president direct the army engineers to identify potential projects and to accept enlistment from any capable civilians to aid in this work. The army can also hire civilian contractors using army personell to aid in the construction, much like they do in Iraq and other places in the world. In effect we would be creating a special project to rebuild our infrastructure, increase employment, and provide jobs for our vetrans coming home from foreign duties. Congressional approval is not required.
