28th Amendment
Congress and the president shall be so concerned with the national budget that no member in congress that votes for an unbalanced budget shall not be eligible for reelection in the next term in that district or state or any other district or state for one election cycle.
The national budget must be balanced within one percent of incoming federal revenue and only in times of congressionally approved war or national emergency should the budget be submitted and federal expenditures be beyond a balanced budget. At which point only under the extreme circumstances of war or national emergency the congress and the president would eligible for reelection.
Unbalanced budgets must show a plan to balance the budget within 7 years and submitted to the president for approval
