Pass a law that says that anytime there’s a deficit of more than 3% of Gross Domestic Product, all sitting members of Congress are ineligible for re-election.
This creates a need to get the job done all the time, not just once in a while. Makes the deficit a top priority and not waiting until the 11th hour.
