Fix FCC and digital TV (HDTV) over-the-air transmissions

Conversion of analog to digital signal format for over-the-air TV reception was and continues to be a major problem across the US. Since June 13, 2009, the American public was forced to acquire means to obtain digital signals. The transition required Americans to purchase new TVs, equipment, or subscription services to continue to receive over-the-air TV broadcasts. FCC failed and continues to fail in providing a viable means for "free" over-the-air reception to the USA. FCC, FEMA, NOAA/NWS have obligations to the citizens, not corporations, to ensure the public will get national/l emergency information, alerts, & conditions. The current digital system broadcast implementation is flawed, excluding more fringe areas, rural areas, & low-income demographic populations and must be corrected.
