Fix the Federal ACA Exchanges by taking the Best State Exchange and repackaging and deploying it for Federal use.
Sometimes it is much easier in software land to through out something bad and start with a functionally close working application as a Starter Kit. I was on CT's site and it didn't seem to suffer form many of the reported issues. Find the best one and repackage it.
