As a former DoD civilian (and current Defense contractor), I have a front row seat to an industry that incentivizes laziness and endlessly protects bad employees (at the cost of the U.S. tax payer). We complain, as a country, at the cost of Defense contracts but never address the real issue. That contractors, like me, are here because the Federal workforce is insufficient. It's insufficient because good manager's cannot effectively fire (or hire) their employees. It's too hard and unclear!

I propose that the administration publish and promote a clear process for removing toxic non performers from the Federal workforce. Manager's are desperately waiting for this guidance, and the benefits are countless, but include: the ability to reward top performers, and to shift the Federal attitude!
