In the wake of slow legislation on issues such as the so called "fiscal cliff," I would like to petition for a fix to the problem of Congress.
This fix should be permanent and irrevocable without DIRECT, CLEAR legislation passed in a majority national popular vote. (i.e. not revocable as subtext in other legislation)
Steps: 1. Congress must pass all legislation in a reasonable period, not to exceed 6 months.
2. Congress Shall not be paid, and not recover pay for all legislation not passed within a reasonable period.
3. Members shall not be reelected unless the national debt is gone.
4. Congress shall prevent national debt in excess of ($X) or members may not be reelected.
5. Congressional pay and benefits should be capped and voted on by the constituents.
