Tax increases should be illegal under times of recession or depression or overwhelming national debt. No tax increases are permitted untill all government cutbacks have been persued, with entitlements being exempt from any cuts, but all work requirements must be in effect for welfare or any similar entitlements. Government cuts to be considered could be elected official pay checks, any program that could be handled locally by individual states and reformation of the IRS and the tax code. Changes to the tax code should exclude anyone making less than 250k dollars per year, keeping those exemptions intact that affect those under that income level.
