Fix Social Security First.

The first step to a "grand bargain" should be to take the contentious issue of Social Security off the table with a sensible compromise. Currently, Social Security payroll taxes end on earnings above $110,100. This cap should be raised to $250,000. Second, adopt the chained CPI for current and future recipients, but not for the disabled and other recipients of SSDI. This will ensure the Social Security Trust Fund for decades through modest "shared sacrifice" and demonstrate that Washington can work.
