Do away with the income cap on payroll taxes ( Social Security ) . Tax all income . Increase contribution rates to 7% for employers and 8% for employees . Keep the current formula for figuring cost of living adjustments . Give Social Security a sound footing for the future . After implementing these changes , changes in the age of qualifying for benefits due to increases in longevity can be addressed . Without the pressure of trying to save Social Security .
