Fix these 2 problems with SS and Medicare BEFORE cutting benefits, changing caculations or increasing the retirement age

We currently have a cap on the amount of income that is subject to SS taxes, it is at 113,700 for 2013. This means that ALL americans making 113,700 or less which is a vast majority of us, are paying SS tax on 100% of our income. This cap sets up a situation, where the more you make, the lower the percentage of your income that you pay SS tax on becomes. Take a CEO making 3 million a year, that CEO and employer combined will pay the exact same 14,098.80 in SS taxes, as a construction worker making 114k a year and his employer combined. How can we say we need to cut benefits, in any way, until this is fixed? As for medicare. When medicare part D was passed it was barred from negotiating drug prices. The VA and medicaid get to, so why not medicare. This could save medicare 11 Billion a year.
