Fixing Internet Monopoly and Rationing

This seems to be going on around the United States and especially in my small town of Lahoma, Oklahoma of less than 650 people living here. We are held to only a few options of internet in this area because Pioneer Internet holds rights to not letting other companies such as AT&T, Verizon, and big companies like these. I'm writing this because I pay for a 5 mbps download speed, and I am getting cut short by getting 3.50 mbps speed which 5 mbps isn't fast and I think Pioneer Internet does this so they can rip off their customers.
