Make it Illegal for anybody in the USA to Desecrate the flag. Ex. Stepping, Stomping, Allowing the flag to lay on the ground.
Any Flag representing the USA is deemed property of goverment and therefore an act of terrorism upon the desecration of the USA Flag should be Illegal and Fined as well as Imprisonment.
