Flat and Fair Taxation across the board

It seems to me that with the budgets of the nation, states, counties, townships and municipalities all being so financially despaired that a new way for taxation needs to be reviewed. As you cannot get blood from a penny. Now may be the time to do a flat income tax across the board. No more sales taxes, property taxes and the million other taxes that pinch Americans on a daily basis. Consolidate all these taxes into one income tax, which is a flat % for everyone based off of what they make per year, be it retirement, earned money, investment returns, or any of the other million ways a person can gain money. But only 1 consolidated tax, which will then be fairly and evenly distributed by the irs to the lower governments as subsidies.
