Flick it-Ticket is a proposed Federal law that would fine and ticket people whom smoke and flick their cigarettes onto the ground. This includes drivers, passengers, walkers and outside smokers. The idea is to protect the environment, the lives of others and rid city streets of the unsightliness of cigarettes.
