Flip the classroom by enabling students to take lectures home, and do homework in class ex: (thinkwell, khanacademy,...)

Invest in technologies and infrastructure that will allow students to take lectures home to study on their own time. This will require investment in technology and communication to enable students to have access to the content as needed. This helps build a market for educational content were the best teachers recorded/interactive lectures become reusable and can be tailored to different learning styles. The teachers that make lectures get paid based on the merit and quality of their lecture. This helps remove poor teachers as the market would only favor the best teachers. The bad teachers would simply leave because they would not get paid.Additionally, this then allows teachers to focus in the classroom on providing more one-on-one time to help students who are suffering academically.
