Fluoration water affecting my toddler's heath in the worst possible way :(

My 3 years old toddler is victim of fluoride, she is mostly tconstipated, has rash all over her body, white patches recently appear of her teeth and she is always sick , tap water has fluoride,food also have fluoride, her toothpaste has fluoride and her destint put fluoride varnish every six months, she once had a cavity so having toothpaste and varnish is my way to protect her teeth, but having the tap water is the problem since we cook and bath from it. We are low class people and can't afford to filter that remove fluoride eaither money for buying organic food very often. My baby situation is worst and worst and I try to keep away of fluoride but with the tap water is more than difficult, I live in Lawrence Massachusetts usa I just asking for a lower concentration of fl no more help :(
