Focus all possible resources on space programs such as NASA and/or SpaceX to establish colonies on Mars and Luna

The large sums of money that is spent on government official's paychecks and benefits, (I speak of the President, Congress, Senate, and FORMER members of these groups), should be diverted, along with the cut-off of any other non-essential funds, to an existing space program or the creation of a new government program for the sole purpose of colonisation of Luna and Mars. Luna could provide a template for advanced satellites and installations by the government and private groups for both military and social applications. A Mars colony could be opened to nations such as China and India, along with large groups of Europeans and of course Statesmen, to solve population problems here, as well as promote a quick growth on Mars. It would be a step further in the use of our solar systems resources
