Follow Portugal's drug policies and decriminalize drugs in the United States.

Over 10 years ago, Portugal has changed its policy on drug abuse, and has decriminalized the use of "street drugs".
In 10 years time, drug abuse has dropped 50%, and turned its focus to treat, help, and cure victims of drug addiction, rather than labeling them as a criminal. It is understood that a lot of drugs cause people to do things irrationally, and without common sense. Yes, continue to punish these individuals who decide they want to drive under the influence of alcohol or shoot up a liquor store while high on meth, but decriminalize the USE and POSSESSION of the drugs, and enact an appropriate plan for treatment. In 2009, 1.66 Million Americans were arrested for drug related offenses. Prisons are being overrun with drug offenders. We need prisons for the serious crime offenders.
