forbid the Chinese student occupied the vacant seat in study room and library, they occpuied but don't use it

stop the Chinese student occupied the vacant seat in the libarary and study room. I could not withstand that those chinese people always use book clothes to occupy the vacant seat but they do not use it immediately, they treat the seat as their private and go to somewhere and return to use it continuously. I do not think it is fair and justified. Please forbid this deed by creating new act. thanks
