Under Leonel Fernandez's nose, more than 2000 people were killed by the National Police of the Dominican Republic. Instead of expelling and having the general in charge investigated, Leonel awarded him by moving him to a different division. Most of these people were innocent civilians or protesters.

Under Leonel Fernandez's government, several judges and the penal code were changed. This created an impunity model, making it unsafe for US investors and US tourists. Because of the weak juridical system created, it made the country a better bridge to bring more drugs and contraband to/from the US. Fernandez was caught more than once doing businesses with people being investigated in other countries for corruption, money laundry or drug trafficking, supposedly business investors.
