forbid the inclusion of legislation within a Bill that have no bearing on the Bill at hand

Bills that come before Congress and the President to be passed into legislation should not contain imbedded bills that have no bearing on the bill at hand. The passing of major and/or minor legislation should no be determined by controversial legislation that is imbedded within the legislation that is up for vote. This causes stalemates within both the House of Representatives and the Senate as well as on the desk of the President. Bills should be allowed to cover more than one issue, but should not contain any legislation that does not have any bearing or relation to the main bill coming to vote
