Direct the USPS to deny delivery of any package or letter that is to "resident" or does not have an actual addressee and create a division of the post office that will accept reports of companies or individuals who violate the intent of this directive so they might be penalized.
The purpose is to ease the burden on the environment, postal workers, and families who may throw out important documents, bills, letters, that get lost in the flotsam that is junk mail.
