Force alcohol vendors to scan driver's licenses to ensure that they are valid and not fake licenses held by a minor.

Force state's to create a database of driver's licenses, and put scanable barcodes on them, and force alcohol vendors to scan the ID's, so that they will be able to see the database, and see if the ID is valid and held by a person over the legal age.
