Force all drivers to retake their driving tests when they reach the age of 65, and then every 5 years from there.

Drivers, when they reach the age of 65, should need to retake their driving test, and then again every 5 years following that (assuming that they are passing). If the driver does not pass their test, they may only take it one more time. If they fail again their second time, they will need to retire the driver's license.
