When dealing with hostage scenarios and with school shootings law enforcement, military, etc. should use tranquilizers to knock out and apprehend the targets, this way, if a civilian gets shot in the process they will be unharmed. If law enforcement uses tranquilizers on school shooters then we will have him alive and we can question his motives. Not many school shooters come out alive, but if they do then we can find out why they did it. In the long term this can help lead to better gun regulations and improvements in school safety. This allows our brave men and women to open fire upon criminals and terrorists that have hostages. Then we can take them in for question ans understand why they are doing this. This will improve national safety in the long run.
