For example, if tax breaks are being granted to corporations in the hope that they create new jobs, tie the amount of tax break a company receives directly to how many stable jobs they create. If a 20% tax break is supposed to create 2,000 jobs, then for every 100 new jobs that are created, that company gets a 1% tax break.
This structure can be applied to almost all laws. If a law is intended to reduce drug abuse by X%, then every few months the drug abuse numbers can be checked, and if they are not meeting their goals, the law is *automatically repealed*.
This will clean up our legal code by removing laws that are not fulfilling their intended purpose, and also stop corruption by requiring the laws to explicitly state their intended consequences making it difficult to hide graft.
