To force All Phone telemarketers to use phone numbers that can be called back from every persons phone that they solicit

Every citizen has the right to protect themselves from the constant abuse from telemarketers, Recently I have found that a telemarketer can call you at home from a number that appears on ones caller I.D and when that number is called back your greeted with a recording stating ( You have reached a non working number) I am on the Do Not Call registry and it does not allow us to contact them back to remove our numbers from there database, I also tried to add there number as a complaint on the Do not call registry and it told me it was invalid. We need to change the laws to stop allowing these companies to hide behind computers and bogus phone numbers. IF they can call me I have the right to be able to call them and contact them back. How can you make a complaint against a company?
