The Anti-Counterfeit Trade Agreement plans to establish international standards for intellectual property rights enforcement. The committee working on the bill includes several governments such as the US, Japan, and the EU and is advised by a committee of largely US-based multinational companies such as the International Intellectual Property Alliance(which includes the Motion Picture Association of America and the Recording Industry Association of America) is consulted on the content of the draft treaty. The bill cannot be disclosed to the public unless every government signing it agrees to disclose it.
If this treaty was made publicly it would allow for citizens of their respective government to determine whether or not it should be made into law.
