Any state that secedes from the United States of America must inherit a proportionate share of the national debt of the Federal Government.
Factors for determining the state's share shall include but are not limited to:
1. The number of times a Senator or Representative of the seceding state has voted to raise the debt ceiling.
2. The number of times a Senator or Representative of the seceding state has voted to pass a budget in excess of tax revenue.
3. The amount of Federal funds annually spent in the seceding state or on its behalf.
4. The number of entitlement beneficiaries domiciled in the seceding state.
5. The value of all Federally owned assets in the seceding state.
6. The number of businesses receiving bailout funds that are domiciled or incorporated in the seceding state.
