Force banks, Bank of America, to abide by Harp 2 and refinance underwater mortgages without excessive closing costs.

Big banks are not abiding Harp 2. Homeowners who are underwater and whose mortgages are with Fannie Mae or Freddie Mac and current on their mortgages are not being refinanced with reduced fees. They are requiring appraisals and various fees as closing cost and adding them to the backend of the mortgage. This is continuing to take advantage of homeowners and keep reaping high interest rates.
