Force Carriers to lock access to Bootloader until contracts are completed.

Cellular carriers need to be forced to do more to help us protect our devices from theft. A law needs to be put in place to force them to lock access to the Bootloader until a contract has been satisfied unless the phone is purchased fully. Maybe allow a person to pay an extra amount for the ability to root but void the warranty on the device. Something must be done to stop phone thieves and if they can't access the ability to root then they have no reason to steal the device
