force the City of St. Charles to erect a fence so that their Juggalos cannot escape and endanger the Village of Elburn.

For the purpose of keeping Elburn, IL a Juggalo-free zone and forcing the Juggalos of St. Charles to stay in that town. We want a good, solid fence to contain them and we want St. Charles and/or Homeland Security to pay for it and put up watchtowers.
