Article 1, Section 2 of the Constitution required congress to pass a law every 10 years to adjust the number of members in the House of Representatives so that no member represented more the 30,000 people. In the early 1900's Congress simply stopped passing the CONSTITUTIONALLY REQUIRED legislation, thereby creating the artificial limit of 454 House members.
By restoring the limits that our founding fathers thought was critical to protect our liberties, we can remove the power currently wielded by lobbyists and party bosses. When somebody represents 30,000 people - they don't need a lot of money to get their message out, they don't need to be buying massive amounts of "air time", and they can go door-to-door and and meet all their constituents.
