With the birth of email the post office has been in decline in the number of letters mailed. A law could be passed that the USPS would collect a surtax on each email or text message sent. Each email would cost, say one cent. The money would be collected by the service provider and sent to the USPS or treasury. It should save the USPS, it would cut down on the junk mail being sent, might even stop those sob story if you dont pass it along you have 7 years of bad luck thingys we love to get. It may even stop the porno and such. Congress should love this new "tax" with lord knows how much money it could bring in. Anyways it should save the USPS and congress can say they are doing what the constitution mandates they do.
