A primary function of Congress is to pass a budget. It has been more than 4 years since Congress passed anything close to a budget and nearly 16 years since the last true budget was passed by Congress and signed by a President (1997). Since then Congress has consistently failed to do its job and the various Presidents have done nothing to break that impasse.
Congress has become so dysfunctional that only the true threat of a government shutdown will force them to act responsibly. We request that President Obama show the courage necessary to force Congress to do its job by refusing to sign any spending bill that does not fund our ENTIRE government for a full year even if that action leads to a temporary shutdown of non-essential government entities.
