The Congressional Budget Act of 1974 requires Congress to enact a budget by April 15th of each year. Unfortunately, no one is enforcing the Act, and Congress has not enacted a budget since April 2009.
The police should arrest all members of Congress and keep them from leaving the Capitol until their house has passed a budget bill.
