Force continued support for Windows XP as a National Security Emergency

As of now, Windows XP is no longer supported. Windows XP is still used in 95% of all ATM's and by 45% of all businesses. Windows XP natively supports production robots, sensory devices such as EKG and life saving equipment. Newer versions of Windows do NOT. Microsoft should be forced to continue support for Windows XP to save lives and prevent a potential monetary meltdown if hospitals or ATM's are compromised. Compare to SSL bug called Heart Bleed with devastating results on a massive scale.
