Force corporations to inform their customers of the specific reasons as to why they postpone service. E.G. "Maintenance"

Throughout my life I have witnessed companies giving vague reasons for their loss of service. They never came out and admitted what they were doing, whether or not personal information was secure, and if they did it was never fast or detailed. This petition, should it be passed, will require corporations to provide full information pertaining to scheduled maintenance, downtimes for services, or if personal information is at risk. This petition will also force companies to be fully liable for any information lost if the company is under attack from outside and inner sources.
