EMP signifies a clear and immediate threat to the United States and the rest of the developed world. The risk is assessed as an "existential risk", and a succesful EMP blast over the Continental United States would potentially kill 90% of Americans within the year due to failure of critical infrastructures. US Government must immediately take forceful steps to invest in "hardened" infrastructures. Considering the ineffectiveness of current administrative branches of government the US must take steps to force private industries to comply with necessary standards.
