Force the failed States of New York and California to secede from the United States, hence creating a more perfect union

The States of New York and California are both cultural and financial failures. All these states do on a national level, via the electoral college, is bring successful states down to their level. Forcing these States to secede from the United States of America would help create a more perfect union.
