Force the FDA to make Nicotine a Schedule I Controlled Substance. No medicinal value, highly addictive, very deadly

Much of the information that I have read on the Controlled Substances Act of 1970 is valid but I was wondering if there was a honest reason why Nicotine was not on the Schedule I Controlled Substances list considering its addictive properties and destructive results on the human body. Both when its directly ingested as well as second hand ingestion.
I noticed many law makers have made it illegal to smoke near a school and near a workplace due to the effects of second hand smoke. Surgeon General forced warnings of health risks to be put on packaging of cigarettes so EVERYONE knew they were deadly. There is no medicinal value of Nicotine and If the drug was not addictive, the people wouldn't need patches, gums and therapy to help them quit.
Don't let tobacco companies rule us anymore.
