I have seen and bee part of several groups on Meetup and other websites. In these, people are asked to pay, whether it is called a donation or a member fee or something else, for inclusion into the group. I am not aware of any legal loopholes where persons charging money for entrance into a group or club are tax exempt, and I think these persons or groups should pay their fair share of state and local taxes. As I understand it, not-for-profits and businesses with certain tax codes are not obligated to pay taxes. I think many of these groups do not have such statuses, and I do not know the legal terms of avoiding paying taxes, and so I have avoided charging for any sort of group I have been part of. I think these people should pay their fair share.
