The health care options, at the same costs and subsidies, and including the same benefits, that are available to members of Congress and their staffs shall be made optionally available to all Americans through the state-mandated healthcare exchanges. Such options shall be elective and not mandatory, but all Americans shall have access to these choices at the same rates that our Congress people pay. Should another choice better suit the needs and means of any American, they shall be free to make that choice.
