Force the ineffective members of the House and Senate to return their salaries to the people for poor performance

For their lack of achievement over the past four years, all members of the House of Representatives and Senate, to which outgoing non-relected members as well and re-elected sitting members return their salaries paid over the previous four years. This return due to subpar performance in matters of the Government in regards their sworn service to the public which they were to represent.
In a business economy when an employee performs in a subpar manner the employee is terminated. As this is not possible with these elected officials this will serve the same manner to hold these members responsible for not performing their sworn duties and serving only their personal interests.
