Compared to other developed counties in the world, the United States' internet providers charge more money for worse service. Providers like Comcast charge $75/month for 50 Mbps whereas Hong Kong gets 500 Mbps for $37/month and other large cities like Paris or Berlin get 100 Mbps for $40.
The government either needs to force the major service providers to improve their service themselves or simply create its own internet service using taxes.
