force laws that require drivers of motor vehicles to be able to see over the hood of their car

lots of drivers now dont take driving as a responsibility and take for granted that they are driving a vehicle that can cause massive death and damage to property and person.these irresponsible drivers drive with their seats tilted so far back that they cant see over the dashboard or hood of a car and risk life and limb of other drivers and people/animals on Americas road ways.this is as much of a problem as driving while using a cell phone.i purpose a law that says if a driver is driving a vehicle that he be at least able to see the road way12 feet in front of the front bumper.it is unthinkable that drivers are allowed on the roads of America without even being able to see the roadway 12 feet in front of their vehicle.
