force local agencies to enforce animal cruelty laws

I have been to multiple wal-mart locations and i and my friends and family are appalled at how they keep their live fish department. We have tried local law enforcement and we got an "I don't care attitude" from them, and what they do is animal cruelty at it's finest. i have seen dead fish left in the tanks for weeks at a time and nobody who works there will remove them
